Transport affects almost every aspect of our lives.  It connects people to employment, education, healthcare, family, community and opportunity.  However, for many disabled people and others with accessibility needs, travelling independently, safely and confidently can remain difficult.


Transport for Wales is seeking a Non-Executive Director who will help us place accessibility, inclusion and lived experience at the heart of how Wales’ future transport network is designed and delivered.


About Transport for Wales

Transport for Wales (TfW) is a Welsh Government wholly owned, not-for-profit company. We exist to advance the Welsh Government’s vision for a high-quality, safe, integrated, affordable and accessible transport network, with the ambition of becoming Wales’ favourite way to travel.

As the Welsh Government’s expert adviser and advocate on transport-related matters, TfW employs around 4,500 people and operates through four subsidiaries: Transport for Wales Rail, TfW Innovation Services, Pullman Rail and TfW Fibre.

Our remit continues to grow. We are delivering a significant programme of transformation across Wales, including new trains, improved stations, enhanced customer services and the development of a more integrated, multimodal transport network.

The T Network represents our vision for the future: a connected, customer-first public transport system bringing rail, bus and other forms of transport together in a more seamless whole. It will better connect rural and urban communities, support local economies and make public transport the safe, easy and obvious choice for more people.

We are also expanding our responsibilities for bus services. Following the Bus Services (Wales) Act 2026, TfW will work in partnership with local authorities to help shape routes, timetables, fares and service-quality standards. This represents a major opportunity to develop a bus network that is more reliable, accessible, widely used and sustainable.

Across all our work, our customers must remain at the centre. We want to understand the different experiences and needs of the people who use — or would like to use — our services, so that transport enables people to feel safe, welcome and able to travel as independently as possible.


The opportunity

As an independent Non-Executive Director, you will provide support, scrutiny and constructive challenge to TfW’s Executive Directors and wider leadership.

You will bring a strong understanding of accessibility and the experiences of disabled passengers and communities, helping the Board ensure these considerations are embedded within TfW’s strategic, operational, infrastructure and customer priorities.

You will help the Board understand how lived experience, customer insight and stakeholder feedback should influence decision-making, service design and the development of accessible transport infrastructure.

This is an opportunity to make a meaningful contribution to one of the most significant transport transformation programmes Wales has undertaken. You will help ensure that accessibility is not treated as a separate consideration or an afterthought, but as a fundamental measure of whether our transport network is working effectively for the people and communities it serves.

 

Your contribution
As a member of the Board, you will:

  • provide independent judgement, scrutiny, support and constructive challenge on TfW’s strategy, performance and activities;

  • bring relevant insight and perspective to discussions about accessible transport and the needs of disabled passengers and communities;

  • help ensure that accessibility, inclusion and customer experience are integral to TfW’s strategic and operational decision-making;

  • support the Board in understanding how lived experience, customer insight and stakeholder feedback can inform service accessibility, infrastructure design and the overall passenger experience;

  • promote the principle that TfW’s services should enable people to feel safe, welcome and able to travel as independently as possible;

  • attend or chair a TfW Board sub-committee, which will ordinarily meet at least four times each year;

  • participate actively in relevant advisory panels, including the Disability and Accessibility Panel, listening to members’ views and supporting effective two-way communication between the panels and the Board;

  • support the continued development of TfW’s Advisory Architecture, helping to ensure that it is representative, effective and properly integrated into governance and decision-making;

  • seek assurance that major decisions appropriately consider equality, diversity and inclusion impacts, with appropriate mitigations identified where necessary; and

  • uphold the highest standards of integrity, probity, inclusion and public service, helping to promote the right culture, values and behaviours throughout TfW.

 

About you

You will bring the confidence and judgement to contribute effectively within a complex and high-profile organisation, combining constructive challenge with a collaborative and supportive approach.

You may bring personal or professional insight into disability, accessibility or inclusive service design. This could have been developed through lived experience, advocacy, community engagement, customer experience, transport, infrastructure, public services or another relevant environment.

You will understand the importance of listening to people whose voices and experiences have not always been adequately reflected in organisational decision-making. You will be able to translate that insight into constructive Board-level discussion, challenge and influence.

You do not need to be a transport specialist. Of greater importance will be your ability to bring a clear accessibility perspective, consider complex evidence, engage with different stakeholders and help the Board reach decisions that improve outcomes for passengers and communities.

You will share TfW’s commitment to creating an inclusive and diverse culture and will model the standards of conduct expected of those holding public office.
