WJEC is a leading awarding organisation with over 70 years' experience in delivering qualifications, and are seeking to appoint an Executive Director - Business Development. As a member of the Executive Leadership Team (ELT), the Executive Director - Business Development will help engender an inclusive, cohesive and high-performance culture in which all members of the ELT understand their respective technical and corporate areas responsibilities and accountabilities.

WJEC is a leading awarding organisation which has its origins in the former Welsh Joint Education Committee, established in 1948. With over 70 years' experience in delivering qualifications, WJEC is the largest provider of general and vocational qualifications in Wales and a leading provider in England and Northern Ireland. The organisation has a turnover of over £48m and employs approximately 400 staff, the majority of whom are located in modern offices on the edge of the city of Cardiff. Role Specification


Supporting the CEO and working with ELT members you will provide leadership, expert counsel and be accountable for the development of the organisation's commercial strategy that delivers against core income targets as well as against agreed new commercial opportunities and is aligned to support the delivery of the long-term strategic ambitions and medium-term business transformation plans.

You will work with the CEO to identify new revenue opportunities that could and should be delivered through partnership, federation or acquisition. You will be accountable for the commercial success of such activities.

You will be accountable for the conversion from opportunity to revenue within the business pipeline leading a business development team to deliver core and non-core revenue targets, overseeing new customer engagement and ensuring a visible and viable commercial pipeline from initial contact to contract negotiation and implementation.

You will define and develop a proactive contract management approach to established WJEC customers and in partnership with the Director of Operations and the Director of Qualifications and Assessment, develop and deliver a customer excellence programme around innovation, quality and customer centricity.

You will define and develop a strategic sales strategy to WJEC key clients in order to achieve revenue growth targets as well as defining a risk programme against strategically important clients, agreeing a retention plan with key ELT stakeholders.

You will identify and advise on profitable business partnerships to develop strategic relationships to create opportunities, improve performance and solve business problems.

Person Specification


Significant experience of working with and influencing Board members with excellent skills in shaping a narrative and making and presenting a compelling case for investments.

In depth proven experience, acumen and skills in negotiations, high-level influencing and the ability to communicate and determine outcomes effectively, with both internal and external stakeholders.

Significant experience of and proven excellence in developing a clear vision and strategy for the development of commercial activity aligned to long term strategic and business plans.

Proven knowledge and highly skilled application of commercial rigour and excellence in leading and directing commercial processes, systems and methodologies, leading the development of business cases and enhancing the commercial function / department.

In depth applicable experience of appreciating cultural and political issues to achieve successful outcomes.

Proven experience and ability to drive growth of diverse commercial activities across the organisation and building excellence in the customer experience.

Proven demonstrable business acumen re: financial/budgeting skills at a lead functional level and across the organisation for business planning.

Demonstrable project management capabilities, including transition from business development to programme and operational delivery.

Significant knowledge and skills in leading and directing successful handling of legal processes associated with deal progression, key contracts and customer services.

  • Remuneration: Grade 22 (£91,752 - £95,283)
  • Annual leave: 25 days paid leave plus 16 statutory/additional days.
  • Pension scheme: WJEC offers 2 contributory pension schemes, the Local Government Pension Scheme and the Teachers' Pension Scheme. Admission is in accordance with scheme rules.
